Ryan Wibberley


Ryan Wibberley is the CEO of CIC Wealth, which he founded in 1999. CIC has become one of the regions leading wealth management firms, providing investors with independent, unbiased advice while offering complete transparency.

Recognized as a leader in the wealth management industry, Ryan is a regular contributor in Forbes and The Wall Street Journal’s MarketWatch. Ryan appears regularly in national publications that include The Wall Street Journal, Barron’s, Reuters, and The Washington Post, as well as maintaining a strong voice within his industry in financial advisory focused publications. Ryan previously served his clients as a Financial Advisor at Legg Mason in Washington, DC where he offered financial planning and investment services. From 1993-1994 he worked with Merrill Lynch as a licensed registered representative in the Tyson’s Corner, VA office.

Ryan earned a Bachelor’s degree from Towson University in Baltimore, MD. He is also currently a Fellow at the Wharton School of Business, University of Pennsylvania. He holds the Accredited Investment Fiduciary (AIF®) designation and the Certified in Long-Term Care (CLTC) designation, as well as the Financial Industry Regulatory Authority (FINRA) Series 7, 63, 65 and 24 securities registrations held through Commonwealth Financial Network. Ryan is an active member of the Financial Services Institute in Washington, DC.

Ryan enjoys spending time with his wife and two daughters. He embodies the active lifestyle, and enjoys surfing, running, snowboarding and playing tennis.

Michael Fein


Michael is the President of CIC Wealth. A believer in financial roadmaps, Michael has made it a personal mission to not only understand a client’s finances, but also his/her goals, dreams and lifestyle choices. Michael was formerly an advisor with Harvest Investment Consultants where he managed personal portfolios and retirement plans individually valued in excess of $35-million dollars.

An active speaker on all topics related to finance, Michael is often called upon to speak to Fortune 500 companies, independent investment and trade organizations throughout the Mid-Atlantic region. A resource to financial reporters, Michael’s theories are often quoted in local, regional and national publications. Michael earned the professional designation of Accredited Investment Fiduciary® (AIF), awarded by the Center of Fiduciary Studies, Joseph M. Katz Graduate School, University of Pittsburgh. Michael also holds the Certified Fund Specialist (CFS) accreditation and the Certified Long Term Care (CLTC) designation. Currently Michael is working on earning his Chartered Financial Consultant (CHFC) designation. He holds FINRA Series 7, 66, 30 & 31 securities registrations. Michael is also a member of the Financial Planning Association and the Center of Fiduciary Studies.

On an athletic scholarship as a Division 1 tennis player, Michael earned his BS degree in Economics & Finance from Towson University. Michael received the distinct honor of Scholar Athlete and Most Valuable Player in his junior & senior years. Born and raised in the New York/New Jersey area, Michael has called Maryland home since 1990. He lives in Reisterstown, Maryland, with his wife and three children.

Risa Berman


Risa joined the CIC Wealth Owings Mills office in August, 2016. She is the initial contact both in person and on the phone as our clients come into or call the office.
She helps them feel very accepted and welcomed prior to meeting with a financial planner.

Risa earned a Bachelor of Arts degree in Communications with a minor in accounting and business from West Chester University. She has over 20 years of experience in accounting, bookkeeping and office management. Originally from Philadelphia, she now resides in Pikesville and enjoys spending time with her husband and son.

Irina Vishnevetsky

Irina Vishnevetsky is the Director of Executive Strategy for CIC Wealth. She specializes in understanding the needs of business owners and has nearly ten years’ experience in the financial services industry. Prior to CIC Wealth, Irina was a leading Private Advisor with BB&T’s Wealth division where she spearheaded their Executive Services Initiative for business transition, employee benefits, and personal financial planning.

Irina holds FINRA Series 7 and 66 securities registrations. In addition, she is a Registered ParaplannerSM with the College for Financial Planning, and is currently working towards her Divorce Planning Certificate.

Irina graduated with honors from the University of Maryland Baltimore County (UMBC) with a Bachelor of Arts degree in Industrial Psychology in 1999. She currently serves on UMBC’s Alumni Board of Advisors where she is in her 3rd term.

A Veteran of the United States Navy, having served during the Gulf War. Irina is driven to give back to her country and her community.

Irina makes time to help veterans start businesses by training entrepreneurs through the Howard County Economic Development Authority at the Maryland Center for Entrepreneurship in business strategy, planning, and marketing.

She is an active member of the Howard Tech Council where she chairs the Howard STEAM Ahead Committee uniting the counties STEM efforts. A clearing house for business, community organizations, and government efforts to engage young people in Science, Technology, Engineering and Math. Howard STEAM Ahead hopes to open doors for the future Maryland workforce as well as a stronger global voice for STEM.

Andy is the Director of Advanced Planning for CIC Wealth. He has almost five years’ experience in finance and wealth management. His areas of expertise include financial and estate analysis, business succession planning, as well as the detailed analysis and design of retirement and pension plans. Prior to CIC Wealth, Andy was a Financial Advisor with First Financial Group, a financial planning firm located in Hunt Valley, Maryland.

Andy graduated from University of Baltimore with a Bachelor of Science degree in Finance in 1995. He holds FINRA Series 6,7,63 and 65 securities registrations, and licenses in Life, Disability, Health and Long Term Care Insurance.

Andy enjoys spending time with his wife and 3 children. He is very interested in nutrition and fitness and in leading a healthy lifestyle. He enjoys running, cycling, weight lifting, sports, film, and travel.

Andrew Goodman

Andrew Goodman

Andrew is the Chief Investment Officer for CIC Wealth and Chairman of the sports agency Play It Coy®. Andrew has over twenty five years’ experience in the wealth management industry focusing on value investing. Previously, Andrew was a Principal and the Director of Equity Investing for YellowWood Financial Advisors and the founder and President of Falcon Capital Management, Inc.

As a contributor for Forbes Magazine, Andrew explores undervalued stocks and identifies companies that have durable competitive advantage and high returns on invested capital. He also writes about personal finance for professional athletes, often applying similar strategies to help improve life after sports. Andrew also appears regularly in media outlets including The Wall Street Journal, Fox Business, MoneyLife, Barron’s, Reuters, Investor’s Business Daily, Yahoo Finance, Private Asset Management Magazine, Financial Planning Magazine and On Wall Street.

Andrew graduated with honors from Indiana University with a Bachelor of Arts degree in 1988 and received his Master of Business Administration degree in Finance and Investments from The George Washington University in 1990. He is also a current Fellow at the Wharton School of Business, University of Pennsylvania. Andrew is married and has four children.

Timothy Schoeffler


With more than 30 years of financial planning and investment management experience, Tim Schoeffler joined CIC Wealth in March 2010. Working out of the Gaithersburg office, Tim helps people understand financial principles, from the the most complex investments to day-to-day budgeting, that affect their personal lives.

As an Investment Advisor Representative of Commonwealth, Tim helps people by managing their investments to generate income (if they are retired), to grow (if they are still working), or to give to charity and family (if they are so inclined).

Tim began his career in 1979 at Merrill Lynch in New York City, where he was an equity research specialist. He joined EF Hutton in 1982 as national product director, for Hutton’s mutual fund group. In 1988 he joined Oppenheimer Funds as the Mid-Atlantic’s regional vice president, covering Maryland, Washington DC, Virginia and West Virginia. His role was to educate financial advisors on Oppenheimer’s products and services.

After 12 years with Oppenheimer, he joined GE Financial, subsequently known as Genworth, where he specialized in developing retirement income plans for clients. He subsequently worked for several years at Allianz, positioning the company’s retirement income strategies. In 2007, he joined Curian Capital, a registered investment advisor, based in Denver which is a subsidiary of Jackson National Life Insurance Company.

Jaimee Wibberley


Jaimee is the Client Relations Manager at CIC Wealth. She is responsible for coordinating and planning all client events, and helping the team deliver extraordinary client service.

Jaimee graduated from Indiana University with a BS in Communications and a focus on television production. She began her career as a technician at C-SPAN in Washington, DC, and quickly moved over to the assignment desk. As the Logistical Supervisor, Jaimee was responsible for organizing coverage of all political events outside the Washington, DC area. These included international events as well as the Democratic and Republican Presidential Conventions.

Jaimee now lives in North Potomac with her husband, Ryan and their two daughters. She enjoys working out, traveling and spending time with her family.

Deborah Kruse


Deb joined the Owings Mills office of CIC Wealth as Office Manager in April 2009. Deb is responsible for all administrative functions and internal procedures. She manages the paperwork process, helps with compliance issues and document integrity, and coordinates special events and client meetings.

Deb graduated from George Mason University with a Bachelor of Science degree in Social Work. She has a variety of experience in customer service and administration in both the public and private sectors. She has spent the majority of the past 14 years taking time off to raise her two children.

Deb is a native of the Washington, D.C./Northern Virginia area. She now resides in Howard County with her husband and two children. In her spare time she enjoys the outdoors with family and friends..

Satish Survanshi


As Senior Executive Vice-President of CIC Wealth, Satish Survanshi works with individuals and businesses to help develop and implement comprehensive investment programs and retirement plans. Formerly a Vice-President at Morgan Stanley Smith Barney in Washington, D.C., Satish joined CIC in 2010 as a Registered Representative of Commonwealth Financial Network. With a CFP® (CERTIFIED FINANCIAL PLANNERTM) certification, Satish continues to take courses in Advanced Retirement Planning.

Prior to his work with Morgan Stanely, Satish was a Senior Associate with Booz, Allen & Hamilton, where he directed the technical, regulatory and financial issues of government and industry projects.

With an M.S. in Mechanical Engineering from Massachusetts Institute of Technology (MIT), Satish also completed courses in finance at the Sloan School of Management and, additionally, holds a degree from Pune University. Satish has two grown children and a grandson. An involved member of the community, Satish has served on the MIT Alumni Association of Washington, D.C., the National Association of Americans of Asian Indian Descent (NAAAID), the India Cultural Coordination Committee, and Marathi Kala Mandal. He is a frequent speaker on financial and investment topics. He loves hiking, tennis, golf and skiing.

Frank Cappadora


Frank is the Managing Director of CIC Wealth. He is responsible for client portfolio designs and also coordinates 401(k) employee enrollment meetings and plan participant communications.

Formerly with Harvest Investment Consultants, LLC and VALIC, an American General Company, Frank managed financial portfolios as an Investment Advisor and a Retirement Planning Specialist working with high net worth clients nearing or already enjoying retirement.

Frank has received formal training in investment fiduciary responsibility, has earned the CRPC® professional designation (Chartered Retirement Planning Counselor) as well as the professional designation of Accredited Investment Fiduciary® (AIF), awarded by the Center of Fiduciary Studies, Joseph M. Katz Graduate School, University of Pittsburgh. Frank holds FINRA Series 7, 31, 63 and 65 securities registrations. Frank graduated from Towson University with a Bachelor of Science degree in Business and a concentration in Finance.

As a resident of Maryland for the past 30 years, Frank lives in Carroll County with his wife and daughter. He is an active member of his church and community and enjoys coaching his daughter’s travel fast-pitch softball team in his spare time.

Karen Brelsford

Karen is a CERTIFIED FINANCIAL PLANNER™ professional, an Enrolled Agent (tax specialist) and a Certified Divorce Financial Analyst in Columbia, MD. Karen is also an occasional adjunct professor at Howard Community College, where she teaches the fundamentals of financial planning classes as well as fundamentals of investments.

Karen has earned the Enrolled Agent license, the highest credential the IRS awards, and can represent clients before the IRS. She is the owner of a small tax firm, JK Associates, LLC, in Columbia. Financial planning is a second career for Karen, who spent 30 years as a newspaper editor. When her husband started talking about retiring early, she wanted to be able to make informed decisions about how and when to retire. That led her to the College for Financial Planning and eventually her certification. She thinks individuals should follow the same principles she and her husband have followed all of their married life – live within your means, drive your car for at least 10 years, and plan for life.

Rich Sebastian


Richard Sebastian, Investment Advisor Representative, is a fifth year financial advisor. Richard is currently FINRA Series 7, 63, 65 registered and has his Life, Accident, and Health Insurance licenses. Richard is currently a candidate for the CERTIFIED FINANCIAL PLANNERTM designation through the College for Financial Planning and is a member of the Financial Planning Association. 

Richard received his Bachelors of Science degree in Business Administration with a concentration in Legal Studies from Towson University College of Business & Economics in Towson, Maryland. Richard was a member of the Wall Street Investors Club as well as the Men’s Club Lacrosse Team. 

Richard originally hails from Berlin, Maryland where he continues to be an active member of the community. Richard prides himself in his experience and education in diverse facets of business including finance, accounting, management, and legal studies.
